The full text of Hong Kong's 2026 Policy Address (Chapter I, released 16 September 2026) states that over four years the economy went from negative growth of minus 3.7% to positive growth of 3.6% last year, and that in the first half of 2026 the economy grew 5.1% year-on-year.
